Adds a minimum TTL in addition to Drupal core's maximum TTL for the page cache's max age.

The max age will then be set to a random number inbetween the two ranges on each request.

Installation

1. You'll first want to make sure that you're including the following Bootstrap assets in one way or another (usually they'll come with your theme if using a Bootstrap based theme):
