Devel_generate provides the functionality to get dummy content for a site if it uses the English language/Roman alphabet; it is still hard to test that the site functions correctly in a multilingual setting. This module (an extension of the Devel module's current capabilities will let developers generate material that can be used in a multilingual setting.
