There’s currently very little we can do in the admin interface to seperate and promote oft-used items from other, less frequently used items. This creates severe usability issues.
We want to design ways to create stronger hierarchies in how admin functionality is presented in the user interface. This can be through a combination of visual design and a more opiniated information architecture.
This issue is for tracking the individual issues that call out specific places in the UI that suffer from this lack of hierarchy.

webchickCross-linking #3114813: Admin Reports (/admin/reports) menu items are not sorted which came up as a result of not having sufficient visual hierarchy to communicate deliberate intent to put some items higher than others.
