What is the right way to submit a patch? Some patches seem to get tested others dont :-/

I had a few patches to submit and (like all things drupal) I wanted to do it right. Here are the questions I have -

  1. How should patches be submitted such that they are queued for testing by qa.drupal.org?

    For example the patch here was queued (http://drupal.org/node/1398664#comment-5447290), but this other was not (http://drupal.org/node/1360202#comment-5420518)

Suitability for creating a library catalog?

I'm a graduate student at an iSchool, and one of my work-study jobs is at a small library with a collection of screenplays (maybe a few thousand). They're currently only really recorded in an Excel spreadsheet, so I've been tasked with creating a searchable/browsable online database for them. I have a good understanding of HTML/CSS and sort of a passing acquaintance with SQL and Python, but am a little hesitant to attempt building the whole thing from the ground up.

I transfered a site to a customer and removed the auto renewel. Siteground.com later auto renewed under my financial information while I was deployed in Afghanistan.

Putting Title above a Submit Button in a form

I am trying to put a title above a submit button for a form, for visual purposes (its next to several fields which all have titles)

Is this even possible?

Let me say it first - I am not a Drupal user. I just know it is the best CMS for developers.

I am a web developer for a website. The website was made back in the 90's, and thus has very few usage of php/mysql. I currently know HTML/CSS/PHP/MySQL and how to use these together to make dynamic websites. Now, I need to make this website into an editable website, ie, someone with admin status should be able to edit it through a web browser WITHOUT HAVING TO MEDDLE WITH SOURCE FILES. Will learning Drupal help me achieve this? My timeframe is:
