Drupal 8.x

Why not create a dev release of the next version of Drupal as soon as the stable release is out? E.g. Now when Drupal 7.0 is out why not create a dev release of Drupal 8 for people (like me) to review?

Need to convert a xoops 2.2.x community site to latest version of drupal.
