Maintenance fixes only

This module allows you to delete multiple user accounts via the admin interface. Upload a CSV file with the user accounts you want to remove and click on “Upload and delete users”.

/devel/php was removed from the devel module. I have pulled it out and created this module for development.

Recommended for PHP execution on a local development environment.
