in the process of developing a website for we encounter a very special situation where the actual development environment in not accessible from the WAN, and the final website needs to be updated only from withing the company's offices meaning the LAN.
The public website (WAN) should actually be available in 3 different location in the world (this already exists).
The website is only a content website updated by the admins and the user as no LOGIN or any other specific data - a.k.a static website.
I am completely new to "web programming". So my technical skills are limited but I am enjoying the process of discovery. I mention this only as my problem is so simple it is embarrassing to ask . . .
I have a Windows PC on which I have installed a virtual Ubuntu box. In this I followed the Drush route and using QuickStart I now have a Drupal 7 website inside a folder called Websites. The site was created using the Drush Quick Create command.
I'd like to hire some help to move an existing Drupal site from managed hosting to a VPS. They'd need to setup the VPS.
I've included most of my request information here but I would like to know what else I need to ask or specify in order to make this all work as smoothly as possible. Advice please?

I am, by trade, a front-end web developer. I use Drupal 7 in my day job and in the last year or so was able to relaunch what used to be a traditional LAMP Zend PHP Site as a Drupal 7 site. I did all the configuration and theming, but had some help building a couple of custom modules for some specific editorial requirements.
