Ok, I've read all the articles...drupalvaluehosting sounds like the way to go.
Though...the download they reccomended I try was not really that fast. (90KB/sec on my Cable Modem)
The site I'm planning is mainly just a bunch of text, so downloading large files isn't really the type of test that tells me what I need to
know. What I'd like to see is: the sustained (24 hour/weekly/monthly) php and mysql performance stats over all of the isp's drupal sites.
I know they are based in India but have their servers here in the U.S.

For example :
we create the first version of irdrupal ( drupal CMS with Persian installation and a package of useful modules and its translation and Persian date )
We have a server that runs drupal to keep track of all the important documentation. It works great on our network, we can access it just fine. However, we were looking to improve it so that we could also access it from a remote IP address. Most of the set up is ok, but drupal wont accept it. When we try to connect we get an error message saying
Access forbidden!
You don't have permission to access the requested directory. There is either no index document or the directory is read-protected.
We have 3VPS of 256MB RAM Guarantee in Servint.com (49$/month)
Our problem is that reaching the Drupal some size (now 5.6 with around 90 modules and 100 tables) the speed fall down, slowness morning and evening+ (30 firefox turns). We have had the same problem with Drupal 4.7 time ago.
Just thought I'd share my experience with 000webhost if anyone is interested.

Front page says MySQL 5 but only got MySQL 4.1. Customer support said to create a new account as some of their servers still have 4.1. New account still had 4.1
FAQ said you can visit your site before DNS propagation (important for testing before rolling over your DNS) but support staff said that this was a security concern so now DNS must be updated before your site can be accessed
2MB limit on file uploads
Some PHP functions such as set_time_limit() are disabled and max_execution_time = 15s which may be short for big crons
No localhost sendmail, only SMTP which is not configured in php.ini so the Drupal SMTP module is required
No SSH/SFTP/SCP
No SSL support for your domain
No SSL on their domain when logging in to manage your account
Your account password is displayed in clear text on your "account details" page
