convert dos hebrew string from CP862 to UTF-8

I try to read hebrew string from dos file code page 862 and convert it to UTF-8.

Example string :

$line = fgets($fp) ; print $line;

2004 2980 �‰�‰�” .ƒ.�

The expected string:

2004 2980 ת.ד פנימית

Can someone help me to find a way to convert the string Accurately?

Submenu translations

I inherited a 7.21 Drupal site and have started translations. The main menu will require recoding because the last person hand coded the whole thing so I am not asking about that.

First problem is for example see link below. When in default English mode there is a left menu "Wireless" with 6 items under it. When I press the Chinese select under the English select the page shows the Chinese text but both the left menu and the cookie parent disappear.

Custom field API translation issues

Locale and Entity translation modules are enabled.. using translatable fields.

I have a custom field created in a module, for holding product specs. When admin enters specs in one language, then saves and goes to translate the specs on the node for another language, the first language's field values are blown away.

Content with no title

Hi,
I use a multilanguage site, when I am at the "Find Content" area
I can see only the titles of pages in a chosen language. For example If I have chose English
in the "Find Content" area I can see the titles of the pages that are in English. The pages in the other language
don't display the title.
The titles of pages are displayed in connection with the language that is chosen for the whole site.
The pages in the other language does not display the title.

What I have to do for this??

e-mail sent from admin area, not translated into preset language of the user.

I have a problem with the translation. The complete translation of the page works when the system mail are sent they sent the user in the selected language. If, however, from the admin area, a mail will be sent manually, it will be sent in the language of the Admin.

example
Admin - Language DE, EN language user = mail comes in DE
Admin - Language EN, DE language user = mail comes in EN

I have been asked to ask specific modules. But it seems to be directly a problem with drupal. One know the problem? Could it be already solved before?

Browser language detection? Wrong Main menu

I configured everything allright (i think). But if i put 'Browser detection' on (Administration » Configuration » Regional and language » Languages » Detection and selection), the url is not redirected properly to landberg.at/nl. It goes to landberg.at and then it loads the dutch Main menu ?? But the url paths are not correct because the url miss here /nl?

How do i have to solve this?
