Upgrading Drupal

I stripped down my D6.20 to little more than content, followed the instructions in UPGRADE.txt, and ran update.php only to be greeted with:

Good day

When i try update.php, i get white screen and then - 504 error.
And I have error in server`s log:
Cannot use a scalar value as an array in /modules/locale/locale.module on line 663

What is it?
What can i do?

I have some problems with updating modules in Drupal 6.2
After migration to the new server i updated all modules by uploading a new files and run update.php but not everything is working in the newest version.
Some modules are in the older version on Drupal's report site but on the server are new files.

Also after logging i have an error: Panels is enabled but CTools is out of date. All Panels modules are disabled until CTools is updated. See the status page for more information.

Please help. :)

I just updated my drupal installation at http://www.n0csw.com - and now i'm having an interesting issue.

When I click a link, i'm sent back to the main page. for example, when I click Login (http://www.n0csw.com/?q=user/login) I am just returned to the main page.

I am migrating a Drupal 6.19 site to a new host provider and need some guidance on best practices for the migration.

1. Should I upgrade to Drupal 7?
2. If I upgrade, should I install Drupal 6 first, validate, then upgrade? If not, what is the preferred upgrade practice?
3. What are the best practices for validating data post-migration?
4. Is there already a upgrading checklist?

I am trying to upgrade from D6.2 to 7. After completing the directions on upgrading my drupal site from UPGRADE.txt I get this error message from www.live-free-ride.com:

"PDOException: SQLSTATE[42S02]: Base table or view not found: 1146 Table 'db1110808_sa111305_main.blocked_ips' doesn't exist: SELECT 1 FROM {blocked_ips} WHERE ip = :ip; Array ( [:ip] => 208.54.87.77 ) in drupal_is_denied() (line 1779 of /hermes/bosweb/web287/b2871/ipg.dutchablaze/live-free-ride.com/includes/bootstrap.inc)."
