Upgrading Drupal

Hi

I just upgrade my server from drupal 6.28 to 6.29, but when I try to Access mydomainname.com/admin i got the next error:

PHP Fatal error: Call to undefined function file_create_htaccess() in /home/advia/websites/misfinanzas/modules/system/system.install on line 129

Any idea how to overcome this problema

Can I upgrade a Drupal 7.x site to Drupal Commons 7.25 / 3.5 and retain the people / users ?
Or can I somehow export the people from the 7.x site and import them into the Drupal Commons site?
I can easily export the content between sites but not sure about the people and all their information. There are about 50 people and it would be tedious to re-enter their information.

I just updated Drupal to 7.19 and it still shows I need to update Drupal core.

The table has a red background and it says my current version is 7.19... and it recommends me 7.19 as well.

I'm new to Drupal, so I don't know if I'm somehow misreading this, the update went wrong or there's a bug. What should I do? Thanks.

how to fix SA-CORE-2013-003 security issue on IIS as there .htaccess files are not working?

This need to be fixed in php.ini? If yes please translate how to do this in php.ini

There is also problem that Drupal is checking if this is fixed only by looking at htaccess file, but by that way we do not know on IIS if we are safe or not :(
