Will Drupal work for my project?

I've never used Drupal, but am interested if it will be good for my idea. I want to make a site where I can upload a bunch of videos up to my site. The main catch is my employees will upload the videos, but I don't want them to have access to the admin controls. So does Drupal offer a way to have have these separate logins from the admin login?

drupal mysql showing 100% CPU usage on windows server

When I access my drupal site on xampp, it is showing 100% cpu usage. This is on windows server with 8Gb RAM.
What could be the cause of this problem?

Is any data collected and sent back to Drupal during (or after) a new installation of Drupal 8 (and/or upgrade)?

Is this done automatically, without getting explicit consent (an opt-in process)?

Is there a way to opt-out of any data collection before it happens?

We are building a new website in drupal 7 and it is built by a vendor. We will soon be ready to be code complete test. Hopefully the title says it all. First, I'm not a web developer, I'm just a person with a visual taste. Over the last 5 years I've built more than 7 websites (personal ones) by using the basics of HTML/CSS. And I'm so happy with the visual identity of each one of my websites.
