We're a company providing services related to Deaf people and deafness in the UK. We've got a rather exciting project proposal that we'd like to potentially use Drupal for, but we need some guidance and support, possibly even some partnership work?

hi everyone, i'm new to web programming and also to drupal. how green am i? beyond very basic html, totally green. i am reasonably proficient at writing standalone apps with visual basic... so i understand basic oop.
my goal is to build an education website with video, user accounts, online tests. what am i going to need to learn?
i assume i need html and css, obviously php. do i need to learn anything about java? i'm running apache on windows xp, and i have my environment set up.

What would you use to build Kiva's micro-lending functionality on Drupal, i.e. a new way to fundraise for projects using micro-loans ($25 and up)?
As far as I understand, the Kiva module allows you to take existing Kiva user accounts and loans, and display them on a Drupal site, but what would it take to build that basic functionality on your own site?
On a basic level that functionality would include:
Posting multiple projects on the site with set fundraising objectives
Switching projects from fund-raising, active, and repaid states
A commerce engine to take user $$ and apply to a specific loan
A system to credit users' accounts as repayments are made
Updates to user profiles to show loans made and current balance
