Can I use Drupal (and the right module combination) for user file uploads and ratings?

Hi. I currently have a website (that I created about 10 years ago, and is getting old) on which I display files sent to me by visitors. I would like to rebuild this website, and change the way it works. Here's what I'd like to do:

how to join drupal IRC channels?

how to join drupal IRC channels at http://drupal.org/irc?

I had downloaded an IRC client called mIRC but the trial period ran out. Is there a free version of any irc client that can be used to join the drupal IRC channels?

ELO Ranking / Leaderboard

I am going to need an ELO ranking/leaderboard system similar to that of Major League Gaming. Is that something possible with Drupal? Are there any modules or anything currently available to do that with? Thanks in advance!

Role-based content delivery

Hi,

Im browsing for a new CMS to use for our new project. Been using Wordpress so far.
For our new project we need to display role-based content.
This means that we need to be able to create custom roles. E.g. Usergroup1, usergroup2 etc.
We then need to be able to tag content (news) to be aimed at different usergroups.
And last, if a user is logged in, the frontpage should focus on showing the news targeted to his user-group (role).

Is this possible with drupal?

Multilingual website: order of steps (multilingual settings <--> content in one language)?

Hello,
I am setting up an international comunity website (at the beginning -> 3 languages, later more) and I have a simple question:

What should be the most efficient procedure - a) first set up all the necessary modules and languages (locale, i18n,...) and then start inserting content or b) make the whole website setup + insert content in one language (ENG) and once everything is ready and working in English, install + set up the language modules and translate the content?
