Want to use base drupal for content mgmt on websites hosted elsewhere

Can it be done?

1. I'd like a base install on my site (cms.mysite.com)
2. I'd like to then link to the external site which may be hosted elsewhere (ie existing website)
3. a. I'd create new pages that the site owner will be able to manage afterwards through my site
3. b. Grant permission to a user of the external site to login to my site to content manage their own site
4. That's it.

I'm building a site with vegan and raw vegan cooking recipes.
I've done the part where I created a content type of recipe, added the required fields; also created a module for the ingredients to have the required fields (name, qty., type, other info). That part is done.

Modules and config on a webform oriented site

I need to develop a site that allows three user roles: basic (unpaid subscription (authenticated user perhaps), silver and gold (paid subscriptions). The purpose of the site is for each role is to submit various webforms periodically as the user chooses (all submissions at every period saved to database). If the paid subscriber fails to pay for subscription the user account defaults to basic unpaid subscription and the data deleted after a X number of days. I hope that the subscription duration and value can be flexible enough for user defined periods. I hope to make the site multilingual for users (not admin) although I suspect this will need to be factored in when content is created.

Gold can:

  • submit, view and edit own webforms submissions periodically;
  • place, edit, delete own vote in polls and view all votes;
  • write, edit, delete own comments and view all comments;
  • post, edit, delete own posts in forums and view all user forum posts;
  • submit blog entries for review and publication.

Silver can:

  • submit, view and edit own webforms submissions periodically,
  • place own vote in polls and view all votes,
  • write own comments and view all comments,
  • post in forums and view all user forum posts.

Does Drupal make sense for my requirements?

I'm thinking of using Drupal 7 for a project, but I have a couple of requirements. I'd really like to get some feedback about whether this is the right way to go, and which modules to use.

Review site in drupal

I'd like to create a review site similar to http://www.datingskillsreview.com/ (joomla) or supplementreviews.com (custom CMS). I am currently determining which CMS would be best and was wondering whether drupal would be preferable over joomla/wodpress/custom CMS.

Does anyone know of a list of high quality review sites that have been created in drupal? I've done a quick search but couldn't really find any lists as such. If you could direct me to a list of high quality review sites made with drupal so I can see what is possible that would be great.

Also, if you could say why/why not drupal is the best CMS for what I want that would be great too.
At the moment, I want to start off small as I don't know whether the market is profitable. So I want to create a test site (minimum viable product) with set up costs not exceeding $500. However, if the market is profitable I would then want to scale up by adding many features and would then be willing to make considerable investment. So I want to make sure that the platform will allow me to add all the features should I want to later on. At the moment I'm learning to joomla as I know that datingskillsreview was made in it and I also understand that joomla sites tend to be cheaper to set up than drupal sites. However, before I made that decision I wanted gain clarification here.

Hello all. I want to build a website (duh right!?!?!) and I am not sure how to get my plan in motion. I installed Drupal which seems to be working just fine. I fell in love with a template design browsing the website so I really hope Drupal can do what I need.
