Is Drupal a viable solution for my website? Please review What is Drupal before posting.

Drupal or Paid CMS?

Would you suggest that anyone simply purchase a CMS to do a site? Example: http://www.pcmag.com/category2/0,1874,4803,00.asp

Or would you say it makes more sense to do at it with Drupal? Just curious - I'm currently planning a site and I am tearing my hair out because of how much really goes into just PLANNING a website, deciding on features, where things will go, how it will look, etc. Luckily I am not going coding but I am feeling a bit overwhelmed. Again, just a question.

Some pre-install concerns

I'm looking into choosing a CMS for a website I'm working on (also considering writing my own if I can't find one that's just right). Drupla looks good, and has some really attractive features. But I have some concerns that I was wondering if anybody can address:

- the admin functionality is very complicated. Is there a way to customize how the admin screens are laid out (without rewriting the whole thing)? I find it a bit un-intuitive to begin with. Also, my site will have multiple authors/contributors and some of them will have to access admin functions, and I want it to be as easy for them as possible.
- I played around with the demo and I was especially concerned about user permissions. It seems pretty flexible, but I didn't have the time to figure out if it was as flexible as I need it to be. Does Drupal allow me to set it so that certain users can edit posts only in certain sections? For instance, I want Joe Smith to be able to edit only the Teens page and Susan B. to edit only the Mothers page.... and further... what about having a user be able to edit only pages under a certain category... like all the pages under "Teens" are editable by Joe Smith.
- I was troubled by a lack of a WYSIWYG editor. Is there a module that can be added so that users can bold or italicize without having to type in html code?

New to Drupal, please help

I just found out about Drupal earlier today thru a friend and I wanted to see if it something that will help me. I am having a new site built and we thought the designer was going to provide us with CMS to manage content and add photos etc...but now he wants an extra $1,000.

So this is where Drupal comes in. If we have him build the site, in HTML can we use Drupal to manage the content and photos for the site. Does the site have to be done in PHP? As I said we want the ability to add new stories to the site, and update content.

Same user - multiple logins - different IPs, is there a limit?

Is it possible for the same user to be logged in multiple times on different machines and by multiple times I mean say 500?

I need to have access by role for essentially 10 groups of 'anonymous users' and this is the only way I can see to do it.
