Bug with latest version of drupal.org

just saw this problem; an issue that should have been marked as fixed is on state needs review again:

Me and my team working on drupal. From past few days we are getting message "Sorry, 202.54.232.135 has been banned." and we are not able to access drupal.org.
I am not able to understand the reason and the solution of this problem.
i need to know the whole scenario. Please help....
