Should I use modules that haven't been updated in a while?

There are a couple of modules that I'd like to use, which haven't been updated in well over a year; the "Footnotes" and "ShURLy" modules being prime examples. What's the general advice on using modules that have not been updated recently, especially with regard to security issues and compatibility with the latest version of Drupal Core? I'm rather cautious about using these, seemingly, out of date modules, even though their functionality is something that I'd really like to utilize.

Dear All,

I'm developing a system using Drupal 7,
and I'll release it to the other country (Italy).

Could you please give me, the US Export Control Classification Number (ECCN) of Drupal 7 ?

I understand that there is no ECCN for Open Source software basically.

Could you please confirm that ?

Wordpress is now a CMS and other things

Over the past couple weeks I've been working with a Wordpress site. Not that I wanted to go there after 8 years with Drupal.

I have a client that wants a podcast site, and the powerpress plugin by blubrry.com is a standard. I contacted blubrry inquiring whether they planned a Drupal release module. The developers informed me they were not planning anything with any other CMS. I understand why... I found there are over 60,000,000 *sixty million Wordpress sites. The recent release 3.9.1 of Wordpress is over 9,000,000 * nine million downloads.
