Drupal 7 lost hierarchy?

My website is racialpeace.org.  It was converted from Drupal 6 to 7 (not by me).  It is up and running, sort of.  It is basically a simple (but long) Bible study, where one is supposed to be able to transition from one chapter to the next by hitting the 'next' button.  Only there is no 'next'  or 'previous' button on  the pages, only an 'up' button.  So I asked my web developer guy -- what gives?  He said it was just a matter of tweaking some option in Drupal, and he will take care of it.   Fine.  Then he sends me this message, and I quote:

AJAX error preventing log in

When I try to log in to the admin account on my Drupal site I get the error:

An AJAX HTTP error occurred.
HTTP Result Code: 200
Debugging information follows.

ResponseText: 

I checked the error log for httpd and found.

AH00132: file permissions deny server access: stuff/drupal/sites/all/modules/ctools/css/ctools.css, referrer: http:url/index.php?q=user

Sms verification for create account

Hi,

I wish that to register on my site (drupal 8) users should check their phone number.

I found the module SMS framework (https://www.drupal.org/project/smsframework), but no documentation explaining the steps to follow.

Could you guide me?

smtp issue

Hi

my hoster locked out my drupal site because of excessive email use, so I installed the smtp authentication module and set it up for gmail.

I now am unable to send emails from the site and suspect it's because of excessive traffic again - log file below.

Has anyone any suggestions as to a fix or solution and how do I ascertain which module is causing the traffic?

Most of the emails are daily updates to research forums being sent to registered users
