Any module that allows per user per content-type per node rating/voting ?

Any module that allows per user per content-type per node rating/voting ?
Example, user Joe and Jack has each a blog in Drupal.

Joe wants all his blog posts to be exposed to rating.
Jack wants some or few of his blog posts exposed to rating, which he can choose in his workflow when he submits a blog. None of them has any special permissions, just auth users.

Thanks.

Map as an image for highlighting, as a content field - for scientific community

Good day, community

I kindly request some help/guidance/advice. I am working on a plants database for an international online science community and there is just one issue i have not been able to solve, there is a task:

A map that shows the geographical spread of a particular plant as an editable content field for a certain content type.

So for example we have:

Content platform with multiple databases

Hello.

I am looking for at platform for a site, where you can create projects (taxonomies or content). When a project is created a new database must also be created for data security. In every project users and super users (roles), can create presentation pages from templates (CCK). The presentation pages include data from a MySQL database, R-project analysis, and/or Matlab analysis.

Note, I am a Drupal fanboy, but I am not sure if Drupal is the right path to follow?
