Installing Drupal

While installing drupal 7 project on my localhost with php version 5.6 in Ubuntu. I am getting this error continously which is not letting me to install the project.

Multibyte string output conversion in PHP is active and must be disabled. Check the php.ini mbstring.http_output setting. Please refer to the PHP mbstring documentation for more information.

Do anyone know the solution?

Sorry if this a newb question. I am on a shared server. I have ssh, but do not have root permissions.

I'm trying to get familiar with Composer and Drupal 8. I'm confused about which working directory to be in before I install composer.phar, and then the subsequent downloads of core, etc. I am assuming that we don't want all of this under the docroot, but there is no mention of this in the documentation, it only specifies a 'project' directory.

Todos os dias (de inúmeras formas) venho tentando realizar a instalação do OpenScholar, já baixei através do http://theopenscholar.org/, GiHut, e sempre ao subir via FTP na hospedagem do servidor da UFOP eu recebo erros, foram inúmeras tentativas e não sei mais o que fazer. Estamos a uma semana sem site.

From the documentation I've read, and which I may have misunderstood, there is a core Drupal installation which you can reach by following your nose, and there are distributions that bundle the core together with added software to make a starting-point forum / CRM / blog / ... site.

I really hope you will be able to help me on this issue become it makes me crazy... OK so I need to migrate my web site running under Drupal 7 to Azure web site.

1. I plan to do an export of FTP files and database export with SQL file and import it in Azure. First is it a good way or do you recommend other ways ? what is the best practice ?

The last thing I did last night was "successfully" complete the install of a Drupal 8 distro from Acquia on my local Windows 10 64 bit PC so I could learn something about Drupal. Last night the message in Firefox was Acquia Drupal Installation Complete|localhost:35539 at http://localhost:35539/install.php?profile=acquia&locale=en&welcomed=1 I had a nicely formatted html page with Acquia's little pointed head mascot.
