Installing Drupal

Error message:

Warning: file_put_contents(public:///.htaccess): failed to open stream: "DrupalPublicStreamWrapper::stream_open" call failed in file_create_htaccess() (line 496 of /var/www/html/collab/docroot/includes/file.inc).

My drupal installtion went well but i cant access my sites/default/files/field/image resources. And maybe some other files.

When I turn on the module config_translation, I get an error:
Fatal error: Call to a member function getPath() on null in /core/modules/config_translation/src/ConfigNamesMapper.php on line 233

What can this be related to?

I am new to Drupal, so I apologize in advance if my question is silly and would appreciate any of your advice in this.

Recently, I went to install Acquia Dev Desktop. I was surprised to discover that the installer for it is totally inaccessible with a screen reader (e.g., JAWS). And to a slightly lesser degree, even the Acquia Dev Desktop app itself is likewise not accessible. This is both surprising and disappointing given 1) that Acquia is perhaps the most popular tool for working with Drupal and yet 2) Drupal itself's high degree of and commitment to accessibility. Does anyone have any experience with Acquia accessibility or know how to go about addressing this limitation?

there are many drupal-users out there who can't access their webspace via console or run composer on it. although composer is absolutely great if all things work, it's fast, stable and great. but if you can't run it on your webserver (because of restrictions, for example memory-settings), you're stuck.
