Converting to Drupal

I am brand new to Drupal so any help is greatly appreciated.

I recall D7 integrates Views. Yet, I cannot find the Views UI to allow me to manipulate the various items. Do I need to add a D7 version of Views (and is it working?) to create another view?

I want to add a file browser to the Article Photo field in Drupal 7. Is this possible?

I want to convert my existing site into drupal. This site has two versions English and Arabic. There are two links on its splash page one for English and other for Arabic. Can anybody help me to implement it into drupal. Do i need to make two templates for both of these languages and how i will manage contents for these languages. Any solid help will highly be appreciated.
