Translations

I am developing devnagari website in drupal 7.i could change all button labels through string overrides. Noe I want to change all messages. so i exported translation file and did changes in devnagri but now its not getting uploaded..

I have a multilingual website which has English and Chinese as the languages. I use the admin account but i have made a translator account for my chinese colleagues to make translations. Now if i make any changes to the pages in English how can they automatically get notified that they need to update the translation for that specific page. Is there any automatic way to do this ?

I get this error message when I go to admin/config/Languages/icons:

These options are currently disabled due to a bug that cannot currently be resolved. They may be reintroduced at a later stage.

I have already uninstalled the Language icon module and reinstalled but problem still
exist. any help?

Im new to drupal and its installed and running fine but now i wanted the whole interface in german and so i followed these instruction:

No problems with installation and setting changes, all went well. Installing this
http://drupal.org/project/l10n_update

went well too. But now the interface of the site still isnt german even through german language is enabled and installed.
