Translations

Hi, I've been asked to develop a website for Russian users but my Russian is at a very basic level. Is there any way that I can make the backend have an option to switch between English and Russian so that while I'm developing it I can use the drupal backend in English, and once I've finished the website I'd like to be able to set the backend to Russian so that I can hand over the entire site to its Russian owners?

i tried to install "localizer" and it just didn't show up in "modules" .. now i've uploaded "i18n" .. same ...
what i did:
downloaded - extracted - uploaded the folder "i18n" to "/modules/"
switched to "administer" - "modules"
searched for "i18n" and "translation" .. but couldn't find it ...
run "update.php" .. nothing changed ...
searched "drupal.org" .. nothing found ...
now i'm desperate!
plz hlp!
