Drupal 8.x

I’m seeking someone who can help me configure my drupal 8 site to sell video courses as product via commerce module. After a user pays for the product, he can have access to all the episodes belonged to that course but not those belonged to some other course. I am using a custom module to integrate paypal payment.Flow is like user will be redirected to paypal and after payment will be redirected back to drupal site.

At this stage drupal need to trigger an  email with user details to admin. 

Can I get some suggestions to achieve this in Drupal 8 ?

Today I surfed Drupal.org and I saw the site has not been migrated to Drupal 8. Three years have been passed since the release of Drupal 8.

Is there any specific reason for that?

my graduation project is to create a website for my university using Drupal

I supposed to make accounts for students and make them register courses and drop courses 
I can't find tutorials about that 
all I can find is about content and news and blogs, nothing about a web application which started me to think if it possible to do it with Drupal, I hope anyone can help me with I'm trying to figure it out since 11/2018 and didn't solutions

I have installed module Superfish, which should know "keyboard accessibilty". On the basic settings is possible move between menu items and submenus by TAB key. 

Is it possible, if so how to set, keyboard accessibilty for keys "arrow", "enter", "esc" ? I think behavior according to the W3C-ARIA standard.
