Can't get past first install page

Hi, I'm setting up a server for my own testing, it's a vps running windows, with a manual install of php, sql server etc

I can't seem to get past the first install page - where the language is selected, clicking 'save and continue' just loops me back to the same page - there are no errors that I can see.

Thought it might be more on the server or php config side rather than drupal side, so just installed wordpress as a test and it went in no problems.

Does anyone know what could cause this problem? have copied the default.settings.php to settings.php to no avail

Vocabulary field only lists first 3 of available terms

I am attempting to migrate my site from D6 to D8. I want to control access using Permissions by Roles as a replacement for the old TAC module. To do so, I need to tag nodes by Vocabulary Terms.

So for example, I have a Vocabulary named "General Release" with 10 terms. I add a field to content type "Article" called "General Release" in Manage Fields. Field settings set to Unlimited number of items. I set the Widget to "Select List" under Manage Form Display, expecting all terms would be selectable as with D6.

When I go to (admin/content) I'm getting the following error:

TypeError: Argument 1 passed to Drupal\views\Plugin\views\field\EntityOperations::getEntityTranslation() must implement interface Drupal\Core\Entity\EntityInterface, null given, called in /var/www/html/core/modules/views/src/Plugin/views/field/EntityOperations.php
