Is it possible to have drupal 8 multisite with one database, using prefixes for each site, and sharing some tables like users, roles, permissions, etc?

I know it is possible in Drupal 7 but I can't manage to replicate this in Drupal 8 for some reason. I just want to know if it is possible to do this kind of implementation.

Thank you so much in advance for your patience with a complete newbie. My situation is as follows - we started working with a new client whose websites are running on Drupal, which nobody in our agency has any experience with (unlike Wordpress or Joomla). Not only do we know nothing about it but we also found out the administartion is in German.

Joomla can do everything a Drupal can do!, and so I am a little confused when people say Drupal is better than Joomla...

Joomla provides power, extensibility, and security just like Drupal...

Please provide a few details about why Drupal is better than Joomla...
