4.6 Multi Site Database design Questions

I have been searching the forum but get real confused as far as the database support required for a multi site operation. Hopefully i can capture some helpful suggestion just for the database part. My questions are really this:

I want to set up a multi site. I install drupal and create a database for it. lets call it "drupalmain". Then i go and set up different modules and again for them run any appropriate database scripts for supporting them.

can drupal do this?

so, thats why im here hoping the community could give me some feedback.

im trying to make a personal site where i am the only content creator. other people may sign up and post comments to my blogs/articles i wrote. more focused on using blog though....

Drupal 4.6 on PHP 4.3.11

The hosting service I was about to sign up with runs PHP 4.3.11.

4.3.3+ is specified for Drupal 4.6.

What problems might come up?

Are 4.6 installations running successfully on lower PHP versions than 4.3.3?

One page Drupal site?

Can a Drupal site convincingly masquerade as a boring static web page?

My hosting provider makes it incredibly easy for me to get Drupal up and running. I am a CSS-focussed web designer new to Drupal I'd like to set up some HTML-illiterati friends up with one-page sites on their own domains and then hand them over the keys.

Specifically, I want to know if Drupal can be easily made to:

Event module

this is my first major upgrade and I have several questions. but my main one is the contrib mods.

If they are not in the 4.6 tabbed section does that mean they might not come over or that they are still being worked on?

Ecommerce with consignment options

I'm working out a online store using drupal but so far I've not seen any ecommerce solutions which allow me to track and automatically add a consignment fee based on a percentage of item's price. We need to be able to track the consignment cash flow of each person's sales through the website. Is there such a solution?
