Here is an example that I am trying to find out if Drupal can support. Lets say that I have a newspaper site that support 30,000 cities in the United States. Each city will need to have it's own data. So if a user selects Seattle, Washington, all data shown will be related to Seattle. Each city will have a city editor who is in charge of all data and approval of data submitted by registered members for their assigned city. In this example lets say that there are 10+ sections of the newspaper such as real estate, jobs, automobiles, etc...
I'm volunteering for a non-profit and we had the website set up by a commercial team a few years back. I have access to all files on bluehost and it's clearly set up using Drupal.
I only need to change a href tag in the homepage html, which as I understand is generated by Drupal. Could you please enlighten me on who to achieve that simple task ?
I understood html but really has no backgroud in php or Drupal, etc.

What's the best way to approach building an auction site with Drupal? What modules are best suited for it at this point, and which version of Drupal should I use? I will likely need to add my own customizations so extendability would be a plus. Many of the topics I've found on the forum are outdates and from many years ago, so as someone who doesn't have too extensive experience with Drupal, some input would be very helpful.
