Unable to find drupal/migrate_upgrade

Hello,

I'm trying to migrate a Drupal 7 website to Drupal 10. I'm so following the migration guide. However, when I try to setup "drupal/migrate_upgrade" and "drupal/migrate_plus" using this command:

Building a modern web experience for FCC customers

On a laptop, a user visits the modernized FCC.gov

The Federal Communications Commission (FCC) relies on its website to provide regulatory guidance to millions of visitors across various industries. But the old site was hard for users to navigate and frustrating for employees to manage.

In this rapid engagement, CivicActions worked hand-in-hand with the FCC to build a modern, mobile-friendly Drupal website that was more accessible and easier to update.

D7 to D9 upgrade fails

Hello,

I ... am a bit disappointed. Or rather, I see myself confirmed in postponing the upgrade from D7 to D9. I have a very, very basic site for my men's choir (https://maennerchor-kirchseeon.de) which I tried to upgrade to D9, following the instructions from https://www.drupal.org/docs/upgrading-drupal/upgrading-from-drupal-6-or-... strictly, using the "browser" method.
