Drupal 6.x

Is there a way to completely customise the book page layout? So ie instead of links to subpages at the bottom of book page, to have teasers to those pages etc.

Not sure if this is the best place to post this, but here we go anyway...

I've been using Drupal now for about 3 years, and it has proved - by and large - to be most effective in enabling me to get things done I would not otherwise have been able to achieve. A powerful tool indeed, and gaining much well deserved popularity and success as a result.

There is a good deal of discussion about how best to take Drupal forward and further into the mainstream. Here's a though I have about how to make life better:
Contributed code - modules, themes, should not be listed on drupal.org until they have been assessed for quality and have at least some 'guarantee' (can't think of a better word) of ongoing support and development. Or maybe have a two tier system for contributed code (an approved/accredited tier and a 'take your chances' tier).

Two examples have impacted on me that highlight the issues here:

I'd like to enable PHP filter in Drupal 6 - this is the one of few things that I need and in 6-th edition of Drupal it was removed.

Is there any way to enable it in D6?

I working on a creative collaboration network. And Here is what I need:

I need to create type of content that will help to work collectively on a task (Lets call a "Task" from now on).

Basically, a "Task" is a Book type content with few configurations:

a. Task Manager, when creating a new "Task", will set "time allowed"* by selecting from a select list - drop down menu (1 hour, 2 hours, 3 hours and etc...)

* "time allowed" will be the time user can spend working on item.

I'm beginner of writing modules. I read some part of development documentation module and I have one question. I need the simple "question -> answer" module but the answers is paid by SMS. My SMS paid provider just give me a chance to check the SMS code is correct. And here is a question: which way i should go to implement this. I should write new module from begin to the end or trying to use triggering and actions in drupal ?

How I can create new custom triggers and new custom actions ? Which way to implement something like that is the best ?

Can one use drupal to create applications/websites for your clients online presence and charge them for it?
What's the licence implications?
