Installing Drupal

I want to ask, whats wrong with this? And how can i fix it?

How do you create a Your Dashboard for the users, also I want a Your Post for the users to see their past posts.

Anyone tried? I clicked the link but all i have is many text no download starts.

How can i have the french version?

I used Joomla and discover now Drupal. I must install several websites for a single person. So, the best would be to manage those websites within a single administration. I saw we can do it with Drupal but I can't find how I must install and configure it for Drupal 7.
Is there any tutoriel or documentation that explain it ?

PS : I saw some explanations but there were not for Drupal 7.

Trying to get a drupal multisite installation to work on a test server (linux), which has no domain name coupled to it. It can only be reached via IP.

Current set-up:
(root containing drupal files)
-- site
---- default
------ settings.php
---- site1
