Installing Drupal

This if my first time time installing Drupal, and I am trying to incorporate Drupal into MAMP to make a local server so far I downloaded MAMP and Drupal tar 7.2 I set up a local server on MAMP then i dragged the Drupal file into MAMP's htdocs and now I'm lost

I get this message while trying getting into administration after logged in as administrator:

I also had trouble with open_basedir, this may have been solved when I added this line:
$conf['file_temporary_path'] = '/var/tmp';
into setting.php and default.setting.php (in sites/default)

but I still get this error message:

I could follow every Drupal documentation guide out there until the cows come home, but I know this is a permissions issue, and it doesn't look like CHMOD is the answer.

To illustrate, I have set up identical versions of Drupal 7.2.x on two different directories and users. The first installation gets past the third installation stage without any problems (as it should). The second one (with an identical Drupal installation) gets to the same stage and stalls with the following permissions error:

After installing the drupal i got this warning. And this warning also seems me to be having trouble logging into the administration of the drupal installation for the admin user?

What do I do?

O arquivo não pôde ser criado. Recebo esta mensagem de erro depois que acabo de instalar o Drupal 7x.
fui no arquivo finc.inc na linha 1846 e no comando if encontrei o sinal de igualdade três vezes ===
