Installing Drupal

I have been having a lot of problems with this but I can't just say screw it.
I was having trouble with the damp stack and acquia drupal so I uninstalled it, deleted all files and downloaded wamp.
I installed wamp with all default settings to C:/. Now when I try to install drupal I get the wsod.
I am running (or trying to run) the latest version just downloaded today on windows 7 with firefox as my browser. And I can't find where they hid ienternt explorer in x64.

A client's website is hosted on a Unix server. They want a Drupal website developed which is fine, but I have next to no experience with Unix hosting.

My question is, can I develop on Windows, and deploy to Unix? If so, how?

So I’ve been with Bluehost for about 9 months. Prior to the issue I’m having now, my most recent Drupal install is 6.22 done on June 4th.

Last week I installed 6.22 and many of the admin pages for my modules are not rendering correctly – as if the CSS is garbled.

Installed Drupal 7.2 fresh on Windows 2008 R2 using IIS 7 and MS SQL Express provided by the Web Platform Installer 3.0.

Followed all the instructions for downloading the dependencies and getting it installed...which was actually pretty easy since it was all self-contained within the Platform Installer setup process. Now when I launch the "Select an installation profile" (install.php), the page loads but there is a red box near the top that says:

Spent the last couple of days trying to get Drupal to install.. FreeBSD 7.0-p8. I tried 7.2 initially, then today noticed 7.4 came out, so tried that as well. Same problem; get to Configure site page, submit, and WSOD. The only error I've been able to find (after turning on all the error reporting I can find) has been from mysqld, reporting :

nes mysqld: 110630 4:30:48 [Warning] Aborted connection 2535 to db: 'jason' user: 'jason' host: 'localhost' (Got an error reading communication packets)

This is with both 7.2 and 7.4. For more data points, I just downloaded 6.22, and it installed and seems to run. So it's something with 7.x that doesn't like my system... Here is the status report from 6.22:
