With Quickstart 1.0, do I still need to install Drupal?

I know I'm revealing myself as the Newbie of Newbies here, but in a search of the documentation here and the book I'm using (Drupal 7, The Definitive Guide), I could not find a clear indication.

where to edit the configuration-data - i do a port over from a server to another

hello dear drupalfriends i try to do a soft-install - well a port over from a xampp-installation. i got it from a friend. So i have the files - they area allready uploaded to the database and i have the database-dump.

And i have the configuration data - all the complete information that is needed to connect to the database:

Well question where should i edit the data

DataBase name: xy
Database Username:xy
Database Password:xy

in which file should i edit the data - where do the data reside?
and besides this - the question is:

I have a great challenge completing my installation, let alone accessing the Admin page.

I have a great challenge completing my installation of Drupal Software on my website www.platiniumglobalventures.com/install.php , let alone accessing the Admin page.
Moreso I have tired viewing if I will see the user table to access the user name, password, and email, yet it's not there.

403 Permission Denied You do not have permission for this request

This is just a heads up for future users.
I actually figured out the solution while composing this email.

Symptom:
Had a brand new installation Drupal 7.1.0

From Appearance tab.
Clicking on the Settings for any of the themes gives something like the following:

403 Permission Denied
You do not have permission for this request /?q=admin/appearance/settings/zen

Instalation problem

Hi, I'm getting this error while installing the database:

SQLSTATE[HY000]: General error: 1017 Can't find file: './drupal_fbt/variable.frm'

I'm running Linux

Errors while trying to connect a new installation to existing database

I was upgrading from 6.4 to 6.22 and everything was going well until I tried updating settings.php to go to the existing database.

I tried a fresh install of 7 on a test site directed to the same database and everything seems to be working fine.

Because the site is now down and needs to get up ASAP I am trying to reinstall a 6.4 installation and I am getting the same errors (below) as I did initially.

Any ideas?
