Trouble configuring multi-site access to a single code base

I have attempted to implement multi-site with sharing of the same code base per the instructions at http://drupal.org/documentation/install/multi-site.

What happens is that when I go to the new URL, the browser displays a broken version of the original default site. It pulls content from the original site, but the styling is quite broken. have attempted to follow all of the instructions very carefully. I even tried manually setting up the database parameters in the new settings.php.

Error while installing Drupal: No watchdog table found and Warning: Illegal string offset 'field' in UpdateQuery_sqlite

Received the following errors while trying to complete the Drupal install wizard.
Note that the final error indicating that there's no watchdog table would appear to be correct. I opened the SQLite database in SQuirreL and there is no table with that name in the database.

What's wrong and how do I fix it? So for such a nonspecific explanation and question but I'm pretty new to PHP and Drupal.

PDO not installed and not sure how to

I'm trying to setup Drupal for the first time and it's complaining that PHP Data object support isn't enabled.
I’m getting a message that PHP Data Object support is not setup and I’m having trouble figuring out how to fix this. Any help would be greatly appreciated.

My environment is Windows 7 with:
Web server Apache/2.2.16 (Win32) PHP/5.4.3

I've only just reinstalled PHP. I could not find a php.ini file at all and I can't find the PDO dll's anywhere on my system and I'm not finding a place to get from with Google (At least not a place that I feel I could trust downloading DDLs from anyway, lots of sites that are also hocking virus scan software... not places I like to get DLL's from).

I install PHP by simply extracting the PHP zip to c:\php and adding that the system path.

The PHP test page comes up from when I browse to it on localhost. Also the Drupal Setup app appears to be running OK... the Drupal Set wizard is what initially informed me about the PDO problem.

The specific error that the Drupal Setup is giving me is below:
PHP extensions Disabled
Drupal requires you to enable the PHP extensions in the following list (see the system requirements page for more information):

Error
Database support Disabled
