Installing Drupal

I'm new to Drupal and learning V7. I'm coming from building web sites using JSPs and Java Servlets.

Currently I have 3 sites I would like to move/rebuild using Drupal to start with a couple more to come if things work out. I don't want to share databases, themes or content. I've not found any documentation which describes how to setup/configure my localhost first and then the production server so each site is separate.

I'm using Windows 7 and XAMPP for my localhost.

I'm new to Drupal and just playing around with Marnille Themes with the help of the video tutorial. Unfortunately, I can't access my site, my site shows "403 Forbidden". I open first the Acquia Dev Control Panel then clicked "Go to my site" and it brings me to my site but this time it shows "403 Forbidden you don't have permission to access..what have I done wrong? I've uploaded photos for the slides and don't want to start over again. I appreciate your help. Thank you.
