Corrupt installation doesn't fulle delete and I can't re-install Drupal

I installed drupal 7.16 on my server/webhost. But because of a rather stupid fault of my own I corrupted the installation. (I imported the wrong database while I hadn't made a back-up of my old database). So, I decided the simplest course of action was to delete the database via my cpanel, and to delete the Drupal installation by deleting all the drupal files in my File Manager.

Then I tried to re-install Drupal. But that's when I run into my problem. Some empty '.htaccess' file keeps re-appearing in my file manager, even though I keep deleting it. I tried changing the permissions of the folder that contains the file (and the permissions of the file itsself), but that doesn't work either.

To begin a new installation I unpack the drupal 7.16 files in my file manager, but when I go to my domain I only get an error. And I can't re-install Drupal.

The Error is:

Internal Server Error
The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator, and inform them of the time the error occurred, and anything you might have done that may have caused the error.

More information about this error may be available in the server error log.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Error messages after installing Drupal.

I have installed Drupal 7.16 in a test environment in a host provider (byethost).
After installing, in the last step ther were this errors:

Undefined variable: errno in drupal_http_request() (line 838 of /..../drupal/includes/common.inc).
Undefined variable: errstr in drupal_http_request() (line 839 of /...../drupal/includes/common.inc).

But I could finish the installation.
The problem I get this error again from time, for exemple when I try to download a module from Drupal.

[Resolved] settings.php on PLESK

I'm trying to install 7.16 manually on a domain which is the secondary domain for a subscription in plesk 10.4.4
(I wiped my first attempt, which used the one-click drupal installer from the plesk control panel - the recommended techniques were unable to eliminate the /drupal/ from the path to the site without breaking it).
Because I'll be wanting to run a second site from this drupal install I've created a sites/domain.tld folder.

[settled]time zone problem....

I have choosing the correct time zone under admin/settings/date-time
but the time display is not correct.
What happen to it?
