WEB Platform Installer 4.6 NO Drupal?

The WEB Platform Installer 4.6 doesn't list a Drupal installation. Have I missed something? Is there any other way to to get an entire Drupal WEB site set up on Windows XP easily?

updates.drupal.org is blocking my IP

I use drush make to set up new drupal site. After using this make script I discovered that updates.drupal.org blocking my IP. Why is that? What is correct solution to get fresh drupal core and latest modules via make script?

Installing version 7.23 stuck at /sites/default/files folder

First I manually created the file and gave it read/write permissions using the directions in the install.txt. I am still getting the error message that drupal cannot write to the directory or does not exist. I deleted the files directory and see if it would automate. Got the same error message. Drupal can write to the /sites/default/settings.php fine. What else should I do? I am very frustrated lol

I am running fedora 17 with apache 2.2.23 and php 5.4 I think. MySQL is a correct version.

Site migrated from one server to a new hosting company. Administrative access is no longer there for prior admins.

I am new to Drupal, I am helping an organization move their site from a free hosting server at a location that is beginning to have infrastrucuture problems to a paid hosting site. The database was backed up and the contents of the public_html files were copired off. they were imported into the new hosting site, however as one of the 5 people with administrative access to manage the site, it seems we no longer have full administrative access to create new blocks or edit existing pages that are not rendering correctly now.
