Installing Drupal

Buenas tardes, soy nueva en esto y quisiera saber: Cómo le cambio el idioma de Inglés a español a Drupal 7.23???

He encontrado en foros como cambiarselo a drupal 7 pero en drupal 7.23 no me aparece la opción en Configuration, Regional and Language, no me sale el lenguaje..!!
¿Qué debo hacer?

Is the database server running?
Does the database exist, and have you entered the correct database name?
Have you entered the correct username and password?
Have you entered the correct database hostname?

Tried to install Drupal using Drush and kraftwagen. When run kw-b commands it gave me this error

Could someone please help me with steps I should take to move online project with existing databases to local computer, using DAMP? Thank you.
