Installing Drupal

After I updated from 7.22 to 7.26, the status report indicates that I am now on 7.26. But it also gives this warning. What does it mean:

Warning: file_put_contents(temporary:///.htaccess) [function.file-put-contents]: failed to open stream: "DrupalTemporaryStreamWrapper::stream_open" call failed in file_create_htaccess() (line 494 of /home/vermon24/public_html/includes/file.inc)

I encountered the following error. I have installed drupal 7 successfully previously on xampp. I then cleared the server, reinstalled it and tryed to add Open Atrium 2. I have tryed referring directly to them but they claim it is a Drupal issue. I have the following error running. I am presuming this is due to a problem in one of my.ini or php.ini file however I have tried many variants and increased all times and MB allowances that I think are necessary. Yet the same error is still coming up.

So I bought the Drupal bible and here's what it says after you create a database for your file:

"Point your browser to the directory where you placed your Drupal files to see the Drupal installation wizard appear".

When I point my browser, this is what appears:

Followed all the steps. i go to 'localhost/drupal' (saved in www folder)

Created database

Help.

Yes i am new too this. Anything at all to help would be appreciated spending so much time and still haven't got it working.
