Installing Drupal

Hello everybody, I am new to this online community. I want to know about Drupal CMS. What is CMS and what are its features? Why it is used? Please suggest me by your precious replies...

I'm trying to install drupal for the first time.
While at it I found out that when installing in a folder with a '&' in its name the default theme for the site was gone.
Everything goes fine with a normal folder name.

I will need to have drupal on such a folder because it is part of the URL of site i'm going to re-create.

Any tips?

I am having a problem installing Drupal together with Open Enterprise
Every time I install it, the progress goes around half way through then it says the following error

Fatal error: Allowed memory size of 33554432 bytes exhausted (tried to allocate 870864 bytes) in /home/rdotdou1/public_html/includes/theme.inc on line 563

Fatal error: Class 'Database' not found in /home/rdotdou1/public_html/includes/bootstrap.inc on line 3055

Help please
Open Enterprise isn't working properly, every time I install it, it says,

sorry, not really sure where else to post this issue. I have been trying to install kickstart for a few days now but i am keep getting this error

I have seen this problem discussed but never from my perspective. I have Drupal 7 installed but I cannot get the Contact Us Form to send emails from my admin@mydomain.com email account. But it will send from any other account. I suspect it has something to do wit the domain, but it works from this email account if I create new users. This is really frustrating as I am so close to being able to go live but this is holding me up. Here are the symptoms.....
