Could any of you Drupal aficionados advise why v.8.x fails to install on MAMP Pro v.3.4 (the latest version of MAMP)?

Due to the settings for ServerTokens in httpd.conf, it is impossible to accurately determine the version of Apache running on this server. The reported value is Apache, to run Drupal without mod_rewrite, a minimum version of 2.2.16 is needed.
PHP Opcode caching: Not enabled
PHP OPcode caching can improve your site's performance considerably. It is highly recommended to have OPcache installed on your server.
I have done a fresh install of the production version of Drupal 8. I have done it several times. Whenever my new site is presented, there is no CSS. I logged in as admin, no CSS. There were a few URLs in the admin submenus that when clicked did cause the linked page to load CSS. I did not see anything obvious in the configuration.
What should be easy has become a nightmare.... All I want to do is install a clone of my production site to a local MAMP installation to develop a bit. I am using the module "back up and migrate" to create copies of my database.
I copy the root folder into MAMPs htdocs, then upload the database via phpmyadmin. I follow the steps for installation, then when it prompts me that drupal is already installed, I go to the main site. Each time, I get some sort of database error...
What is the best way to create a clone of a site on a local server?
I have a mature application consisting of a selection of contributed modules including ECK (Entity Construction Kit). The application serves as a survey engine for a company's on-going direct marketing campaigns.
In the early stages of development it was decided the core comments module wasn't needed so it was disabled and uninstalled.
Forgive me if this is posted in the wrong forum. If so, please tell me the correct forum and I'll repost it there. Also, I've searched and searched and either my search-fu is no match or the results I do find are rather dated.

1. Azure VM with Windows Server 2008, fully patched
2. PHP 5.5.30, VC11
3. Open Atrium 7.43 (also tried 7.45)
4. MySQL 5.7
5. IIS 7.5 w URL Rewrite, FastCGI
