Fresh drupal 8.0.1 install results in website without markup

I've recently downloaded and installed drupal 8.0.1 with success on a one.com hosted website. After this I got redirected to the mainpage which resulted in a page without css markup.

After looking around someone advised me to disable the CSS en JS aggregation. Which did the trick for the mainpage. But all the other pages still remain without markup.Read the edit below!

A notable error I get whenever pressing a button eg "Save Configuration, Clean all caches, ..."
Results in the following

new install keeps redirecting to install.php

Hello,

I've just installed v8.0.1 and the installation went well. After it was complete it took me to the admin panel.
Whatever link I click on in the admin panel it takes me to core/install.php as if I hadn't installed the script and wants me to start over.

The database is installed and the sites/default and the default/settings.php files are set back to 644

I tried deleting everything and installing Drupal from scratch as well as a fresh / empty database and I'm still having the same issue.

Please could someone help.

In Drupal 8, it will be better if we can enable OPCache.

How to enable OPCache in my localhost ?

I am using xampp v3.2.1 & windows 7.
