Cannot find web-based installation page

I am using CentOS 7. I have installed MariaDB 5.5 and Apache 2.4.6. I tried to install Drupal 8.0.5. It seems like it was installed correctly. I followed some directions on DigitalOcean's website. The problem is that the web-based Drupal page is not there. I open a web browser and type in the IP address of the CentOS server. I see "Testing 123." This is the generic Apache page. The Apache service is up and running. I reinstalled Drupal. I get the same problem. What did I do wrong?

Drupal errors at startup

When I want run my drupal server my console throws it:

adam@adam-desktop:~/projects/terminal/drupal-8.0.5$ drupal server

/usr/bin/php5 -S 127.0.0.1:8088

Has anyone successfully installed D8 with file based configuration?

According to the documentation I must create a settings.php file and add some stuff to the end. But whenever I create my own settings.php file, installation fails with:

The specified database connection is not defined: default

Anyone ever get it to work?

I am trying to download or install a theme in my drupal dashboard. but I cannot find download link. anyone please advise me to install this theme.

no install.php in v 8.0.5

I first started with the 8.0.5.zip but there is no install.php
so I reverted back to 7.4.3 installed that version no problem copied the relative files over from 8.0.5 cp -fr drupal-8.0.5/* .
now i see an update.php
but I get this error

Problem after restore

I recently had to delete and reupload my drupal 8 site and now it does not appear to work despite the fact that I downloaded a full backup of the site then reuploaded every file exactly the way it was. This message now appear when I visit the site:
