Installing Drupal

I am trying to create a website with Appointment system.

Do you know of a good localhost server for Drupal 8 using Windows 8?

I have a problem with the Drupal 8.Χ
Suddenly, while I was working with the program, I saw this message:
The website encountered an unexpected error. Please try again later.

So I was (or rather am) helping a friend to transfer his site to drupal 7. He set up drupal in a subdirectory to root (/test/) so we'll only change to drupal once it's really ready.

I've on hand the .sql file of the full backup (runned using cpanel) of an old drupal website of mine. I uploaded succesfully the .sql in phpmyadmin. The whole site (or so) was built with Panels (Panel Everywhere: page where created with layout in which either mini-panel or custom content panes where added).
