Recent issues don't seem to have auto-creditting when someone uploads a patch - for example @pfrennsen was not credited on #2744089: Fix visibility of AssertLegacyTrait::assertLink() till I ticked the box. Is this an intended change?

I'm guessing this has to do with timestamps somehow.

Not timestamps, I got an incomplete check for previous maintainers who have commented.
