When I change the site name in admin/config/system/site-information it has no effect on the site name between the title tags in html.html.twig. It always shows "Drupal" as the site name.

I'm using the Basic theme with the same implementation as in the core themes:

<title>{{ head_title|safe_join(' | ') }}</title>

I already checked the translations and the site name is also not hard coded in settings.php

Same problem. Translation shows correctly but in the default language it stays "Drupal".
Clean install 8.2.5

Edit: playing with languages - adding, changing, deleting default language several times and clearing cache every time worked out for me, now the site name is changing correctly through /config/system/site-information

BUT: Anything different from "Drupal" as site name is not displayed in the core "Contact" module and as a result mails sent through site contact forms go to Spam folder because sender name and email appear empty...

I had the same problem with site name showing "Drupal".

Changing default language to English, deleting the other language, clearing cache, changing site name, adding the other language and setting it back to default worked for me. Now my site name shows correctly (and is the sender name in a contact form).

Yeah, this worked for me! Strangely they name didn't change after switching back to English and deleting German, but only after adding German again AND activating it...

Value językwa selected in the panel is important, because the value of publishing your article, without this you will not have a visible article if you do not set a translation,

Thanks! Your solution gave me an idea.
The easier solution is changing the system.site.yml config, and changing to the langcode to "en". Then import the config and everything should be fine.

This trick worked for me as well. Problem still exists under Drupal version 8.3.5.

I finaly finished getting to the bottom of this issue. Most times it is due to choosing a different language than english as the standard language. Somehow then the settings of the website are ignored. To correct this I had to overwrite a value in the database. But BEWARE the number beside the "NAMEOFYOURWEBSITE" has to be as long as that string, otherwise you might break the whole thing!!!! BACKUP First!!!!

UPDATE config SET data = 'a:1:{s:4:"name";s:17:"NAMEOFYOURWEBSITE"}' WHERE name = 'system.site' AND collection = 'language.en';

Maybe it helps someone else.

... that changing the website name in another language than " en" should require fiddling with the database.

Is there really no other solution? I ran into this several times: I developed websites in NL and some changed their name and website email address. Changing this through the UI turned out to be impossible. I Now read that this is due to language NL (or any other language than EN).

Shouldn't this be considered to be a nasty bug?
