Paid Drupal services

I'm developing an IM product and require a website that gives registered users access to their own Blog etc like MSN Spaces. I need someone to design themes and modules.

Basically, Drupal has all the required functionality but I want a much cleaner presentation and the layout to be simplified.

I have my own servers in a co-lo that run fedora core 4, php 5 and apache 2.054. I already have Drupal (4.6 i think) installed and working.

I am really running out of time, i need to go live by the end of March.

This project will provide ongoing work.

I'm using drupal 4.6 install by fantastico, should I upgrade to drupal 4.7 now? Or wait for fantastico to update itself, and update my script automatically?

Will all the modules in drupal 4.6 that I'm currently running will work with 4.7?

We started developing a site for small businesses, but the Developer is otherwise committed (to the 'Big Boys'). The dream is to give small businesses access to technology, to help level the playing field.
It already has CiviCRM and is hosted. It needs to access a small database. Plus, I aim to be the Administrator and will need a lot of basic hand holding to start.
I can pay a small amount to get the first stage working. It should then start growing and generating income and the Developer could become a partner in a much larger project, if desired.

I am looking to develop a commercial site targeting high school and college students. Developer must be willing to sign a non-compete agreement. Details will be discussed upon receipt of non-compete agreement.

Hello I am currently trying to convert my site over to drupal. Now I use a testing script that is unsupported at this time called phptest. I wanted to know if its possible to change the code so when users signup and validate themselves via drupal it will also do the same with the phptest. So users will only have to sign up and login once. I also wanted to know if its possible once that first task is done to make a link in drupal that will open the main testing page within drupal.. kinda like a frame.. so users wont have to leave the drupal site to take tests..
